If you would like to pass on some responsibility of Active Directory to another user, you can do so by:

1) Open Active Directory Users and Computers
2) Right click on the folder you wish to set delegate control on
3) Click Delegate Control
4) Click Next
5) Add the user or group you wish to provide control to
6) Click Next
7) Select the type of control you wish for the user to have, click Next.
