Importing PSTs into Exchange 2013 can be done via the Exchange Management console or via the Exchange command Shell.
The below is for command shell:
New-MailboxImportRequest -Mailbox “MAILBOXNAMEHERE” -FilePath \\path to PST e.g. \\servername\folder\joebloggs.pst
