If you would like to prevent users from accessing the task manager on their machines, you can disable this through group policy. See below
1) Access group policy
2) Expand User Configuration
3) Expand Administrative Templates
4) Expand System
5) Click Ctrl+Alt+Del Options
6) Double click remove task manager
7) Click enable
