A great tool I use to create bulk AD accounts is one developed by David Wiseman.

I would recommend you test before applying the tool to a live environment. Visit the above link and read the instructions prior to using the tool. As always make sure you have a backup incase issues do occur.
I tested this and it worked perfectly.
Take your time preparing as you don’t want to get it wrong but I created a load of accounts and it saved me hours of work.
